The 80 20 rule

I can understand why some people don't collect litter despite finding it an annoyance. It is so widespread that once they start they fear they will never be able to stop. The answer is to set limits . I only clear some well defined areas that I use daily, my street and the area I walk my dog. Even within those I will only clear the 20% of litter that is most visible but makes an 80% difference when dealt with.
